Iowa: Construction GP2 is different from material-production GP3

Iowa DNR identifies GP2 for construction stormwater and separate industrial coverage resources including GP3 for activities such as asphalt, concrete-batch and material-processing facilities. A construction site and its material source need their actual coverage checked.
