Georgia: Primary, secondary and tertiary permittee paperwork

Georgia EPD provides different construction-stormwater instructions for primary and tertiary permittees and a secondary-permittee addendum under GAR100003. Its instructions say secondary permittees use the addendum route rather than an NOI renewal in GEOS.
