Arizona: Use the active 2025 permit rather than an expired coverage assumption

ADEQ identifies the 2025 CGP as replacing the 2020 permit and provides active-permit lookup and myDEQ actions. It requires the SWPPP to be completed before the NOI and includes qualifying construction-support operations.
