Florida: sitework estimating — bid and specification guide

For Florida bids, first separate FDOT contract quantities, construction-stormwater controls and any environmental-resource or dewatering scope. The estimating problem is establishing which approvals and details govern each work package, not assuming every Florida site has the same groundwater depth.

1. Use the FDOT edition incorporated into the contract

Estimating application: Record the contract edition and revisions next to each highway pay item. For private parking and utility work, establish whether the designer actually incorporated FDOT requirements before using an FDOT measurement rule.

Clarification to request: Which fiscal-year edition and revisions appear in the governing proposal?

2. Keep construction CGP and other approvals distinct

Source context: Florida DEP explains that its Construction Generic Permit is separate from environmental-resource and local stormwater permits. Read the agency resource.

Estimating application: Use a permit responsibility matrix with an owner, status and estimating consequence for each approval. Quantify the approved drainage design; do not calculate a detention allowance solely from the disturbed acreage.

Clarification to request: Are the ERP conditions, local drainage review and approved stormwater details included in the bid set?

3. Price dewatering from a defined discharge route

Source context: DEP allows certain construction dewatering under CGP coverage when its criteria are met; other cases need separate coverage. Read the agency resource.

Estimating application: Ask for groundwater observations, excavation stages, discharge location and treatment requirements. Separate setup, duration, treatment and removal rather than embedding an unlimited pump allowance in pipe footage.

Clarification to request: Has the proposed discharge method been accepted, and what information supports the pumping duration?
