Indiana: Local MS4 review does not replace the IDEM NOI
IDEM states that qualifying projects need a CSGP NOI whether inside or outside an MS4. IDEM recognizes qualifying local review but does not delegate CSGP administration to the MS4. The CSGP replaced the former Rule 5 program.
Sitework Estimate provides remote, plan-based quantity takeoff support. This page does not establish a local office, completed local project, engineering approval or permit coverage.
What this changes in the bid review
Estimating interpretation: Local approval and state coverage should be separately traceable. A drawing marked Rule 5 or locally approved needs its current program documents checked before treating all stormwater responsibilities as resolved.

Clarification to request: Are both current IDEM coverage and the applicable local review complete for the same construction scope?
